How about placing a fast forward button and soon you will realized that the US Immigration DOS will issue a spectacular Visa Bulletin for April 2009. See the results of the said VISA bulletin. The Employment base Visas will be current except China. So how did the USCIS allocate these number of Visas, for sure Obama had precedent a recapture except China.
What can you say folks? What would be the outcome?

Wow and a Big NO.
WOW— I say if this will be a dream come true, and that the Visa Office will add more visas to the BASIC annual visa quoata of 140000. But if it remains to be 140,000 without any thousands additional visas, then making the EB category on a C mode is definitely HORRYFYING.
A BIG NO I say if this will happen and no additional visa numbers will be provided. It wont make any better. Another Fiasco will ensue making retrogression even worse like what we’ve seen last 2007.
I am happily contented with the idea of moving the cut-off dates to at least late 2006 to early 2007 way before the July 2007 fiasco took place. At least the idea is somehow realistic.

April 2009 VB : December 2005
ecember 2006
May 2009 VB : June 2006

Six months jump per month is more desirable than having a huge jump then after awhile ,a U mode ensue.
The 4th quarter VBs will render EB3 on “U” mode.
Come October 2009, the Cut-off date will retrogress to January 2006, giving the chance for the VO to have a one more sweep for remaining isolated cases with PDs of 2005. Then will progress to May 2006 by November 2009 VB.
Just my foresight.
