There is a man who predicted that the Visa Bulletin for July 2009 will be current. Is this what will happen on the last quarter? It is really useless to think about these things as now, because it is really irrelevant.See his opinion below…
I talked to my company lawyer and also a few other high placed sources and learn that by July most of the dates will be current including EB3 India (EB3 India will move very fast this year per lawyer and will see record # of approvals). Other categories also will see quantum jumps in dates by July.I am not publishing false info to raise expectations or hopes but this is exactly what I heard and they got their news from very well placed sources in USCIS.
So the visions are coming!!

This sounds like a trick and there is no credibility to it. The false hope of being able to make an outstanding prophecy is vehemently not a good thing to be desired. In reality unavailability of Visas will happen at this time. Thanks for the Prediction.
I called this as a crazy prediction, because a lot of people are becoming crazy on waiting for the right moment. When would that be?

This rumor could be true in two ways,
1. The unused EB1 visas will be allocated to EB2 and EB3 in July
2. The unused family based visas will be allocated to high demand employment based categories. I believe USCIS had done same thing in the past
